IMPERIAL BEACH, Calif. (KGTV) - A father believes a mystery driver was "out to kidnap kids" after he was spotted waving a $20 bill and blowing kisses to little girls.
On Saturday afternoon, not far from Imperial Beach Charter School, Ryan said his two young sons and three girls -- between the ages of 6 and 9 -- were playing near the alley behind their homes, their parents hanging out in a garage.
Ryan said he approached the green sedan -- possibly a Buick -- and saw the man holding the money.
Moments later, Ryan was trying to chase down the vehicle, leading to a dramatic confrontation.
