(KGTV/AP) -- The Senate passed a $15.3 billion Harvey aid package Thursday and prevented a government shutdown.

The Harvey aid is the first installment to help Texas communities rebuild after the hurricane. It also prepares for expected damage from Hurricane Irma.

The legislation also includes a short-term increase in the government's borrowing authority.
