SAN DIEGO - Some Mission Hills residents say a local developer used the city's desperate need for affordable housing to fast-track his nearly nine-story project.

The complex, called The Fort, includes three low-income units that will rent from $750 to $850 a month. The rest could go for between $2,000 and $4,000. The city approved it with a laundry list of exceptions, and no public hearing. 

10News reporter Jon Horn asked the developer if he really did use affordable housing to fast-track that project.
