Bizarre standoff shuts down major freeway

A standoff with a pedestrian and police caused a major freeway to shut down Sunday.  

The incident happened around 9:45 p.m. on the Friars Road transition ramp from State Route 163, San Diego police said.  

The California Highway Patrol said the man was unpredictable and had to shut down both directions of SR-163 for about an hour.  

The standoff ended around 10:30 p.m. when the man surrendered to police.
