Arrests made in connection to fatal Oceanside shooting

HEMET, Calif. - Police have arrested two suspects in connection with the fatal shooting of an Oceanside man Friday.

Hector Galvez, 30, and 27-year-old Jamie Radloff were arrested in Hemet in connection with the death of 45-year-old Joel Bishop, who was found with a fatal gunshot wound in Oceanside early Friday, according to Oceanside Police Lt. Valencia Saadat.

Oceanside Police first developed information on the two suspects, before contacting Hemet Police to assist with the investigation. Hemet Police spotted Galvez in the 900 block of west Florida Avenue Friday and as officers were taking Galvez into custody, an officer-involved shooting occurred just after 3 p.m.

No officers or bystanders were injured during the shooting.

Galvez was treated at a nearby hospital and released into Oceanside Police's custody. His injuries were not released.

Galvez and Radloff have been charged with homicide, Lt. Saadat said.

Friday, Bishop was found with a gunshot wound in the 1700 block of South Myers Street just after 4:30 a.m. Several residents were reportedly awakened by the sound of gunshots and Bishop yelling for help.

Bishop was taken to Scripps Memorial Hospital La Jolla, where he later died just after 5:30 a.m., Lt. Saadat said.

“I heard two loud shots, like bang, bang and it was very loud and I said, ‘Those are gunshots!’” nearby resident Linda LaVie told 10News.

“We heard a couple of gunshots and some guy screaming for help … at least twice, really loud,” Jenna Bisone said.

Police do not suspect gang activity to be a factor, but said the suspects and victim knew one another. 

A motive for the shooting is still being investigated.
