SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.

The park is short-staffed and in desperate need of volunteers.

The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.

Some parents are concerned about who would be volunteering near their children.

The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.

Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic.
