SAN DIEGO (KGTV) — California's gas tax hike and new carbon standards kicked in on July 1, raising fears that drivers could soon be $5 per gallon again.
ABC 10News decided to dig into the vault back to 1991, when gas prices dropped below $1 per gallon.
