More than a dozen local activists are heading to Sacramento in the fight to stop puppy mills.
A San Diego City Councilmember is among the group urging the state Senate to ban pet shops across California from selling dogs, cats and rabbits unless they came from shelters or rescue groups.
The American Kennel Club is among those fighting back, saying the bill forces shops to only sell pets from unregulated and uninspected sources.
