CHULA VISTA, Calif. (KGTV) - Police arrested a man suspected of punching a runner during a confrontation on an east Chula Vista street.
Chula Vista police Lt. Dan Peak told 10News Tuesday that officers arrested 41-year-old Saul Serrano in connection with an altercation that took place near the Otay Ranch Town Center on June 9.
At about 3 p.m. that day, Scott Witcher was running in the 2000 block of Birch Road when he said an SUV made a right turn and nearly hit him as he was entering a crosswalk.
Witcher told 10News he gestured at the driver and gave him the middle finger, but the driver got out of his vehicle to confront him. It was at that point where the suspect punched Witcher twice in the face.

The suspect got back into his SUV and drove away, Witcher said.
Witcher, who suffered injuries to his face and mouth, was able to provide police with the SUV’s license plate number.
Peak said officers using that information were able to identify the driver as Serrano and made contact with him.
According to Peak, Serrano admitted to officers that he had cut off Witcher, but also noted that he thought Witcher threw something at this vehicle.
Serrano, according to Peak, admitted getting out of his SUV to confront Witcher and punching him.
Serrano was booked into County Jail. The exact charges against him were not immediately disclosed.
