Shoppers will now have to bring their own reusable bags or pay 10 cents for a paper bag.

Encinitas and Solana Beach already have similar bans.

The city council said it will have a second reading in a month. After the second reading, there is a six-month grace period for grocery stores, pharmacies, city facilities, nonprofit vendors and all other retail establishments.

There will be a 12-month grace period for restaurants, food vendors and farmers' markets.
