Santos said winds were strongest early Tuesday in the vicinity of Cuyamaca Park.
The valleys, along with coastal and desert areas, were also subject to a frost advisory early Tuesday, though little visible frost occurred.
The advisory, which is issued when frost is possible, expired at 9 a.m. Until then, temperatures in the upper 20s to mid-30s occurred in colder, wind-sheltered locations.
