Officials Relying On Residents To Report Water Wasters

San Diegan Holly Berkley knows there are new water restrictions, but she doesn't know exactly what they are.

"I had no idea. I didn't know there were only certain days I could water my lawn," said Berkley.

She is not alone, as thousands of San Diegans still don't know when they can water their lawns or for how long.

If Berkley violates the new rules, someone on her street could report her to the San Diego Water Department.

Water officials are encouraging customers to report water wasters. In the first two days of the new restrictions, the city received more than 40 calls -- almost more than what they usually receive.

If someone reports a resident with a broken sprinkler in his or her yard, the water department will mail them a letter asking the owner to fix it. If another report is filed about the same sprinkler, a field representative will come and speak with the owner. If a third report is filed, the owner will receive a fine starting at $100.

It is a tall task for those making sure that more than 2 million customers follow the rules.

"We don't have the staff and the ability to run around and check everyone. We're talking about literally every account here in the city of San Diego," said Jo Ellen Jacoby of the San Diego Water Department.

Instead, the water department is relying on residents to make sure everyone follows the rules.

When asked if people should or should not feel bad if they are tattle-tailing on their neighbor, Jacoby replied, "No. Of course they could go and tell their neighbor up front and maybe they would solve the problem right then."

"I don't think I would actually tattle-tail on them. I would just go talk to them," said Berkley.
