The report comes at the end of a school district investigation of the April 26 incident, 10News reported. However, while the investigation is complete, only a small excerpt of the report was released Tuesday.

"Rita Wilson used extremely poor judgment by enforcing the school's dress code in a manner that went far beyond the grounds of propriety," the report said. "In addition, (Wilson) violated the district search and seizure administrative procedure and the California education code."

The report also found that school counselor Natalie Johnson, who assisted in the thong checks, also used poor judgment, 10News reported. However, the report points out that Johnson was never required to be trained in student searches.

A press conference has been scheduled by the district for Wednesday morning. It is expected that the full report will be released at that time.

District representatives will review the report and decide on any action to recommend. Any personnel actions requiring approval of the Poway Unified School District Board of Education are expected to be taken up on June 17.

Wilson has been on administrative leave since May 1.

Those investigating the complaints interviewed 27 students, six district employees and two San Diego police officers. They also reviewed the relevant district policy, the school dress code and documents related to the dance.

The investigation was summarized in a report dated Monday and signed by Rita Beyers, director of Personnel Support Services, and Mark Miller, director of Student Discipline and Support.
