San Diego Not Only So. Cal. City Struck By Scandal

Cases Deal With Alleged Illegal Campaign Contributions

In San Diego, when city councilmen are indicted, a strip club owner admits to corruption and the investigation is front page news.

However, just one hour away in the town of Perris, Calif., no one seems to know about the alleged illegal campaign contributions that were funneled to Perris City Council members.

10News asked Perris School Superintendent Jay Hoffman if he had heard any news about council members allegedly taking illegal campaign contributions.

"No, not a word," Hoffman said.

Neither had some city employees.

"I haven't heard a word about it," Perris city contractor Marilynn Smith said.

Records from the Fair Political Practices Commission reveal that public relations consultant Colin Flaherty (pictured, right) is facing a $76,000 fine for violating the state's political reform act.

Much like the San Diego City Council strip club scandal, the state claims that Flaherty asked employees and friends to give money to City Council candidates and then secretly reimbursed them.

Flaherty's biggest client is Carlsbad-based Barrett America -- which has $140 million invested in a Perris housing project.

10News asked Perris City Councilman Mark Yarborough if he knew that contributions were allegedly coming from Flaherty.

"Absolutely not. I'm surprised," Yarborough said.

Yarborough is a race car driver and owns an auto shop. The car he drives is sponsored by Barrett America, according to 10News.

"Do you think the money was coming from Flaherty or was it coming from Barrett?" 10News reported reporter Mark Matthews asked Yarborough.

"I'm curious at this point," he responded.

A saleswoman at Barrett America model homes said she was sure Barret would repay Flaherty for the fine.

10News went to Flaherty's house to ask him, but never came to the door.

He lives in a condo built by Barret America.

In fact, the company president also owns a Barrett America condo.

"I'm the company president and I can respectfully tell you we will not be making any repayments in this matter," Barrett America President Mick Pattinson (pictured, left) said.

Pattinson said Flaherty acted on his own and the company is blameless. When asked about where Flaherty was living in a Barrett project Pattinson answered, "He's got good taste. He's chosen a good place to live, thats it."

Pattinson said that the company did nothing wrong and is not accused of doing anything wrong.

10News tried contacting the FPPC to see if there is an investigation regarding Barrett American or if it has limited its investigation only to Flaherty. 10News is still waiting for a reply from the FPPC.
