Incumbents Victorious In Congressional Races

Duncan Hunter's Son To Take 52nd District Seat

UPDATED: 1:56 pm PST November 5, 2008

San Diego County's four incumbent representatives were re-elected to Congress, while Rep. Duncan Hunter's son was successful in his effort to take over his father's seat.

With all of the precincts counted, Republican Duncan D. Hunter received 56.6 percent, or 129,798 votes, to Democrat Mike Lumpkin's 39 percent, or 89,364 votes in the East County's 52nd Congressional District.

Hunter will succeed his father, an El Cajon Republican and chairman of the House Armed Service Committee, who announced he was vacating the seat after more than 25 years amid a failed presidential bid last year.

The younger Hunter is a Marine Corps captain and Iraq war veteran.

Lumpkin is a retired Navy Seal commander.

Meantime, four incumbent representatives -- two Republicans and two Democrats -- also emerged victorious.

In the 50th District, which includes most of the coastal communities of North County, where Republicans outnumber Democrats by 10 percent, Rep. Brian Bilbray, R-Carlsbad, won a second term with 50.1 percent, or 126,726 votes, to Democrat Nick Leibham's 45.6 percent, or 115,442.

Bilbray replaced disgraced former Republican Rep. Randy "Duke" Cunningham, who is serving an eight-year prison term for taking bribes from defense contractors.

Bilbray said the first thing he will do back in Washington, D.C., is "find out who the heck is going to be running the place."

"I want to make sure people in North San Diego County have as much right to be heard as people in South Chicago or San Francisco," he said.

Leibham, an attorney, had the support of the Democratic Congressional Campaign Committee, which placed him on its "Red-to-Blue" list of districts it was targeting to change from Republican to Democrat.

In the 49th Congressional District, which includes parts of Riverside County and much of Northern San Diego County, including Fallbrook, Vista and Oceanside, incumbent Darrell Issa, R-Vista, got 58.5 percent, or 98,350 votes, to Democrat Robert Hamilton's 37.5 percent, or 63,143 votes.

Issa said Wednesday he plans to seek the ranking GOP position on the House Committee on Oversight and Government Reform. That would gain him chairmanship of the committee should Republicans take control of the lower chamber in a future election, he said.

"Large majorities in Congress and the White House will soon propose more regulation, more government programs, more spending and more taxes for America," Issa said. "Oversight and Government Reform Republicans will have to hold the line and remind this Congress that over 56 million Americans rejected Barack Obama's agenda of big government, trillions in new spending and higher taxes."

In the 51st Congressional District, which includes the South Bay cities of Chula Vista and National City, along with the southern border of San Diego County and all of Imperial County, incumbent Bob Filner, D-San Diego, had 72 percent, or 92,846 votes, to Republican David Lee Joy's 25 percent, or 32,196 votes.

In the 53rd Congressional District, which stretches from Torrey Pines along the coast to the U.S.-Mexico border and east to Lemon Grove, including most of the city of San Diego, Democrat Susan Davis won another term with 68.7 percent, or 126,271 votes, to Republican Michael Crimmins' 27.4 percent, or 50,411 votes.
