Teri Swan Arrested In North Park After Struggle With Police

A woman was arrested Tuesday after a strange chain of events with San Diego police in North Park.

An officer on patrol around 2 a.m. near Georgia Street and University Avenue spotted a woman who was naked from the waist down. When the officer approached her, he discovered that she had urinated outside Grace Baptist Church.

San Diego police Lt. Andra Brown said the officer asked her to get dressed so he could take her into custody.

The woman, 50-year-old Teri Swan, did put pants on but refused to follow other officer orders. At one point, she grabbed the lapel microphone of his uniform and screamed into the radio.

"Hey, the officer's [expletive] hitting me," said a woman over the police radio. "For God's sake, somebody help!"

Brown said, "There were two officers on scene that were ultimately able to put the woman into custody, despite the fact that she was flaying her arms around, she was pulling away from the officers [and] she was kicking. At one point, she was actually reaching for an officer's gun and tried to take it."

The two officers were able to subdue the woman and handcuff her. Swan was later loaded onto an ambulance wearing a mesh bag over her head so she would not spit on police.

One North Park resident who heard Swan’s screams described what she saw.

“I heard a woman [saying], '911. Help. Help. 911,'" said the resident, who did not want to be identified. "So, I ran out of my building."

From her balcony across the street from the church, the resident recorded video of what she described as a restrained woman with an officer over her. The resident told 10News when a second officer arrived, the situation escalated.

"He started punching her repeatedly and she was screaming and crying, 'Please don't. Why are you doing this? Please stop,'" said the resident. "I started screaming, too."

Swan has been booked into jail on charges of attempting to remove an officer's firearm, obstruction of a public officer and public nudity.
