Police said at around 10 p.m. Wednesday night, a man driving a white Ford Focus stopped at the intersection of 30th Street and Meade Avenue even though he had a green light.
Witnesses said the man, looking confused, suddenly turned his wheel and hit the gas.
A woman riding her bike tried to avoid the car but she fell off. Moments later, she was hit by the car.
The driver did not stop at the scene but ended up at a 7-Eleven where he parked his car and started wandering around.
Meanwhile, paramedics rushed the woman to UCSD Medical Center.
The driver was initially taken into custody by police and given a sobriety test.
Police said they concluded he was not driving under the influence.
It is unclear whether he will face a hit-and-run charge.
