Westfield Horton Plaza makes changes to parking rules

SAN DIEGO - Westfield Horton Plaza in downtown San Diego is no longer offering three hours of free parking at the mall with validation.
According to the mall's new parking policy, customers can park at the mall for up to three hours is a minimum $10 purchase is made at any of the mall's stores.
If a customer does not make a purchase, it will cost $8 an hour, with an evening flat rate of $20 after 9 p.m.
