Undercover prostitution operation targets Poway massage businesses; deputies say 6 women arrested

3 Poway massage parlors targeted in sweep

POWAY, Calif. - Authorities say six women from San Diego and the Los Angeles area were arrested following a sweep of three Poway massage parlors Friday.

Over the last several weeks, San Diego County sheriff's deputies in Poway received reports of a high volume of men visiting The Silky Massage, Hai Tee Acupuncture and Healing Touch at all hours of the day.

The Sheriff's Department said it also received complaints of prostitution activity occurring by female masseuses.

For more than a month, the Sheriff's Poway Community Policing Team, the North County Human Trafficking Task Force, and the Poway Detective Unit conducted an undercover operation.

Neighbors told 10News that they suspected illegal activity at the businesses.

"All the clients were men," explained Dale Quazada, who owns a pool store across from one of the parlors. "I thought that was a little particular because it was a brand new establishment and to have that kind of following and clientele as fast as they did."

According to deputies, 39-year old Huiyan Fan, and 32-year old Tian Tian Jobe, were arrested at the Silky Massage, and cited for unlawful touching and other Poway municipal code violations.

Deputies said 56-year old Yun Xian Chen, and 39-year old Qing Hui Zhang, were arrested at Hai Tee Acupuncture, and also cited for Unlawful touching and municipal code violations.

Investigators said 50-year old Hang Yin Chui Russell, and 47-year old Yishuan Cheng, both from Oceanside, were arrested at the Healing Touch. Russell was cited for city code violations, and Cheng was cited for Prostitution Solicitation.

Five men were also interviewed and released during the operation. The Sheriff's Department told 10News the businesses were given cease and desist letters.

"It's very disturbing and we have kids here," explained Mary Stewart, who frequented the plaza next to one of the parlors. "Just to know it's in our neighborhood is just disturbing."
