A young man was missing Thursday for the second consecutive day after being released from a San Diego treatment facility and his family is concerned for his welfare, police said.Roosevelt Jerard Carter, 23 was last seen about 7 p.m. Tuesday in the area of Midway and Rosecrans Street in the Midway District of San Diego, according to San Diego police.It was unclear what type of treatment Carter recently received.He is black, 5 feet 10 inches and 180 pounds, with black hair and brown eyes, police said, noting he was last seen on foot wearing an orange shirt, black basketball shorts and gray shoes.Anyone with information on his whereabouts was urged to call SDPD's Missing Person Unit at 619-531-2277.
