Oceanside police identified him as Joshua Hernandez. The incident occurred at about 3:30 p.m. on Douglas Road near state Route 76. Witnesses saw a woman who they believed was pushed out of a westbound vehicle, Oceanside police said.

When officers arrived, they found the woman with minor scrapes on the side of the road. She confirmed she had been pushed out of the vehicle.

Judging by the severity of her injuries, police estimated the vehicle was likely traveling less than 25 mph.

Witnesses followed Hernandez after he left the scene and led police to his apartment nearby on Neptune Way and North Nevada Street.

"There was a little bit of a standoff, but he was taken into custody," said Oceanside Police Sgt. Ignacio Lopez.

Hernandez was arrested on suspicion of assault with a deadly weapon. Pushing someone from a moving vehicle is considered an assault with the potential to do great bodily harm.
