SAN DIEGO - According to the California Highway Patrol, a man who appeared to be bullfighting traffic with an American flag was arrested Sunday morning.
Officers said the man carried a stuffed black cat toy and waved an American flag at oncoming traffic on state Route 163 near Hillcrest.
Witnesses said he jumped in front of cars, as if trying to get hit.
The man has not been identified.
It is unclear if any charges are pending.
