Driver arrested in Encanto hit-and-run: Car clipped pedestrian before crashing into garage

SAN DIEGO - A driver was arrested Wednesday after police say he struck a pedestrian before crashing into a garage in Encanto.
The incident occurred on Akins Avenue near 65th Street at about 6:45 p.m. Police say the car hopped the curb and hit a man walking before crashing into a garage attached to a home.
Although the crash left the home with about $50,000 in damage, the pedestrian had only a few scrapes.
"You know, I can't even put it together right now," the victim told 10News. "It's still early. I'm still thinking about what just happened."
He said he was walking home from work on Akins Avenue when the driver targeted him. When asked if he thought the driver did it on purpose, the man said, "At the time, yeah."
He added, "Guy stopped his car, turned and looked at me angrily and just stepped on the gas. I just jumped off on his hood and rolled over."
He said the driver got out of his busted car and said something strange.
"He walked past me and he claimed that he thought I was someone else," the victim said.
Police arrested the driver, who ran a few blocks away. After hearing the same story the pedestrian told 10News in this interview, they upped the man's charges from hit-and-run to assault with a deadly weapon.
"I feel lucky," said the pedestrian. "I feel blessed to be alive still."
He told 10News he had no idea who the driver was and that he had never seen him before.
Police say the driver appeared to be on some sort of drug when they handcuffed him.
