SAN DIEGO -- Almost a year after the Cedar Fire, a final analysis of the San Diego Fire-Rescue Department's response was released Tuesday.

The 88-page "after action report" outlines what happened, how the department reacted, and what it can do in the future to be more effective.

It states fire officials rose to the occasion, but it "...validated that the SDFD is under-funded, under-staffed and inadequately trained to respond effectively to complex incidents for extended operational periods."

Among the many issues cited in the report were:

Staffing shortages
An insufficient number of fire officers to meet incident command requirements
A lack of appropriate safety equipment and training
The possibility that more aggressive back-firing operations could have saved more structures
Reserve engines in disrepair

Cedar Fire victims hope some good does comes from the report. But in the meantime, their focus is on trying to rebuild their lives while the city tries to take actions so this doesn't happen again.

"It's overwhelming to try to imagine what is it going to take for them to make this a priority, so it doesn't happen again. I feel they're overwhelmed by so much," said Rhonda Perlatti, who lost her home in the fire.

Every day Perlatti surveys the rebuilding of her Scripps Ranch home. She said watching the progress restores her hope life will soon return to normal.

"Everything you're familiar with has been taken out of your life," Perlatti said.

The report also cites communication challenges between divisions, city departments and the media.

A news conference is scheduled Tuesday to address the specifics of the report.
