Bush toured fire-ravaged county areas. The target date for full control of the blaze is Nov. 16.The firestorm broke out near Ramona the evening of Oct. 25, probably sparked by a lost hunter's signal fire. The fire destroyed 2,820 buildings -- 2,232 of them homes. Among the fatal victims was a Novato, Calif., firefighter. To date, the Cedar Fire has cost $19 million to battle, and by the time the fire is extinguished the cost to fight it was expected to be an estimated $30 million, according to the CDF.
