SDG&E, Salvation Army Offer Bill Assistance
Special Program Helps Those Needing Help Paying Utility Bill

SAN DIEGO -- The slow economy has families across California struggling to make ends meet, but a new program is helping people who are falling behind on their utility bill.Percy Tolliver is a three-time recipient of the Purple Heart. The 60-year-old Vietnam veteran has survived multiple combat wounds, but getting by on a fixed income as a single parent often makes him feel like he's back in battle."I almost wanted to give up but for some reason I've never given up on nothing in my life, that's even in combat," said Tolliver.Tolliver said a Social Security glitch put him behind in all of his bills, and his San Diego Gas & Electric bill quickly reached $2,000.He heard about the government-funded program through the Salvation Army and was able to receive the maximum aid from SDG&E of $1,500. He said that money makes it possible for his two daughters to continue doing the things they love."Every day when I see them get on the bus I stand there and wave goodbye to them. I'm happy just knowing that we have a roof over our head and food to eat but the pressure that has been on me at times is just outrageous," said Tolliver.That same pressure is being felt by countless families across California.SDG&E has a $5 million grant for bill assistance, but there are certain requirements. Customers must be behind at least one payment, a family of four can't have an income higher than $44,000 and they must have children."There has just been a tremendous need. The Salvation Army, [who] is administering the program statewide, has just been flooded with calls.
