Douglas Rubisam Sold Equipment Found In Camp Pendleton Dumpster, Documents Say

SAN DIEGO -- A former Camp Pendleton Marine is accused of selling high-tech weapons online, 10News reported.According to court documents posted online by the website The Smoking Gun, former Marine Douglas Rubisam, 32, used auction website eBay to sell more than 200 light interference assemblies for night-vision goggles and other export-restricted military items to buyers in at least 14 countries.Rubisam told federal investigators he found more than $100,000 worth of military property in a Camp Pendleton Dumpster. Investigators said Rubisam did not think he was doing anything wrong by selling it online.Ret. Lt. Colonel Thomas Richards told 10News, "We control the night. We lose that, we lose a significant tactical, even strategic, advantage on the battlefield. It is a very significant advantage."Richards read the documents posted on The Smoking Gun and they revealed Rubisam also violated federal arms export laws when he sold a bracket used to mount 40mm grenade launchers to rifles.10News found Rubisam's eBay page where several comments were left from satisfied buyers of the items that were sold for pennies on the dollar.Richards said he finds it hard to believe Rubisam found it all in a Dumpster."I'd be very surprised if he found these discarded. If so, it's a significant error on someone's part," said Richards.Rubisam was honorably discharged last year and moved to Virginia.He is not currently facing any charges, but The Smoking Gun said the evidence will soon be presented to a federal grand jury.
