County Cancels Horn-Endorsed Grant For Pro-Life Supporters

SAN DIEGO -- A grant requested by San Diego County Supervisor Bill Horn was canceled by county officials Thursday because they determined it violated the separation of church and state.San Diego County's grant to Life Perspectives was first reported in San Diego CityBeat.County Counsel John Sansone released a statement that details why the $20,000 Neighborhood Reinvestment Program grant approved by Horn for nonprofit group Life Perspectives was canceled.In the statement, Sansone affirms what a recent 10News I-Team investigation uncovered -- Life Perspectives' mission preaches pro-life doctrine to young children and has religious leanings, which means it should not be funded by taxpayer dollars.The County Counsel looked into the group and found that Life Perspectives' education programs do include religious messages and content.In his decision, Sansone wrote: "Because the County's Neighborhood Reinvestment Program grants, which are public funds, cannot be used for religious purposes, and because the County and Life Perspectives never reached the point of entering into a grant agreement with respect to the grant, the Chief Administrative Officer has cancelled the processing of the $20,000 NRP grant of Life Perspectives."The I-Team reported at least $60,000 taxpayer dollars have been issued to Life Perspectives by Horn over the past three years. In the statement, the County Counsel is evaluating those past grants to see what, if any, action can be taken.Horn has said in the past he did not believe Life Perspectives was a religious organization.Late Thursday afternoon, Horn issued the following statement: "I am disappointed with County Counsel's decision. Life Perspectives is not a religious organization and I do not believe this is a religious matter. I will be working with Life Perspectives on a similar request to aid them in all of the good work they do for women in crisis. I will continue to work with Counsel to ensure that any public funding they receive is in accordance with county policy."
