County Probes Horn's Dealings With Pro-Life Supporters
I-Team: Supervisor Bill Horn Gave $60K To Life Perspectives

SAN DIEGO -- San Diego County investigators are checking to see if Supervisor Bill Horn gave away $60,000 in taxpayer dollars to an organization with a religious agenda, according to the 10News I-Team.San Diego County's grant to Life Perspectives was first reported in San Diego CityBeat.Life Perspectives is a nonprofit organization in La Mesa with a mission to teach pro-life doctrine to children. Horn is on the group's e-mail list and is listed on their website as a supporter.County investigators are not concerned about giving public money to religious organizations. However, they are concerned about how organizations spend the money. Legally they cannot use it to advance a religious agenda.The tax dollars Life Perspectives received were used on fundraisers that helped pay for things like a 2007 event where $8,000 was given to former NBA player A.C. Green to speak. Green, who is deeply religious, remained abstinent until marriage. The fundraiser money also helped pay for model, actress and Minister Jennifer O'Neil's speaking engagement."Since I have received Christ at 38, He has transformed my life and is using little old me at 54 years old to speak to thousands of people at a clip," O'Neil said on her website.Life Perspectives creates abstinence-teaching literature called a "whole life curriculum."Horn was e-mailed a newsletter in July from Life Perspectives' president, and in it she wrote: "I am pleased to inform you that whole life curriculum has been granted the imprimatur by Robert Brom, Bishop of San Diego. When a Roman Catholic Bishop grants his imprimatur to a printed work, he assures the reader that nothing within is contrary to Catholic faith or morals."In another e-mail, Horn was informed about Life Perspectives' "partnership with ten catholic and evangelical Christian schools in San Diego County."After the Life Perspective grants were approved, Horn's policy advisor asked Life Perspectives via e-mail, "Does your mission have a religious slant?"Life Perspectives maintains it is a non-religious nonprofit organization.County administrators said they should wrap up their investigation by next week. They have put a hold on the $20,000 grant Life Perspectives was going to get this year.Horn issued the following statement regarding his involvement with Life Perspectives:
"The federal, state, and local government all recognize that faith based organizations have a vital role to play in providing social services to the public. The grants approved for Life Perspectives occurred in an open and transparent public hearing, with no objection from the public and unanimous support from the Board of Supervisors. The county has a robust audit process and all organizations are required to document that every penny of taxpayer dollars is used for its intended purpose and the benefit of the public. Faith based organizations, like Life Perspectives, are an important part of our social services network. The Obama Administration has an entire office, the Office of Faith Based and Neighborhood Partnerships, that deals with the funding of these types of organizations. Without the work of local non-profits and their volunteers, our social safety net would fall apart."
