SD Supervisors To Decide Women's Jail, Med. Marijuana

SAN DIEGO -- The San Diego County Board of Supervisors this week will take up two of its more vexing issues of recent years, the rebuilding of a crowded women's jail and zoning ordinances for medical marijuana collectives.On Tuesday, members of the board will decide whether to award a contract of $300 million-plus to remodel and expand the Las Colinas Women's Detention Facility in Santee.Residents of the East County city have fought the project for years, believing the land near the center of Santee would be valuable redevelopment property, and the current use of a jail is incompatible with its residential surroundings.The county has been pressured for years to fix the numerous problems at the facility, which include overcrowding and disrepair. The county has been repeatedly criticized by grand juries for ignoring the jail, which houses 675 inmates per day and is usually at 150 percent of capacity.Under the proposal, the number of beds will be doubled and the amount of land will be tripled from 15 acres to 45 acres.On Wednesday, the board will consider whether to limit medical marijuana collectives to industrial-zoned land 1,000 feet from properties zoned residential, schools, churches, playgrounds and other collectives.A report from the county Planning Commission notes that the restrictions would leave 15 to 20 parcels available for marijuana collectives in unincorporated areas.Industrial sites are necessary because of the equipment needed to grow the plants. Fires at private homes converted into indoor marijuana grows are not uncommon because of the required lighting.The board of supervisors has been criticized over the years for not implementing California's "Compassionate Use Act," which was passed by voters in 1996.The county has had a moratorium on marijuana collectives while zoning regulations were developed. The collectives are required by state law to operate on a non-profit basis.
