Loophole Lets Sex Offender Live Downtown Without Tracking

Sexually Violent Predator Daniel Zetterholm, 51, Registered As A Transient

A high-risk sex offender has been released to roam the streets of downtown San Diego and authorities cannot do anything about it because of a legal loophole.

Daniel Zetterholm, 51, is a convicted child molester who recently moved to the downtown area, but 10News learned no one knows where he is located.

Zetterholm is not being monitored through GPS, and San Diego police officers have passed out Zetterholm’s photo in hopes media attention will alert people downtown.

Zetterholm, considered a sexually violent predator, was convicted of multiple counts of lewd acts on a child under the age of 14 in the 1990s. He served 13 years in prison and is now a downtown resident.

Lt. Andra Brown of the San Diego Police Department said, “He's currently not wanted for any crimes, not on parole or on probation. [He is] not subject to any electronic monitoring at this time. However, he has registered in downtown San Diego as a transient.”

Because of his transient status, police do not have a way to effectively track Zetterholm unless someone sees him or if he reports in.

“I just think it's an incident waiting to happen. Look at Chelsea King, previous incidents. They know that rehabilitation rates are so slim. It does scare me as a citizen,” one woman told 10News.

“Yeah, that's concerning for your kids and everything like that if there’s somebody like that out there without knowing,” said one San Diegan.

“That's scary. I feel scared for the people who live down here,” said one woman.

When he finds a place to stay, Zetterholm is required to register that address with authorities.

The Megan’s Law website still lists Zetterholm as a sexually violent predator. Experts say SVPs are considered the worst of the worst and most likely to re-offend.

San Diego County has been home to 60 SVPs since tracking began in 1996. Most of the 60 are incarcerated or in a mental hospital.

Zetterholm is now one of 8 who have been released into the local community.
