Kevin Gerard Williams, 37, was booked Thursday on suspicion of murder in the death of Officer Terry Bennett.

A 1979 evaluation of Williams by the San Diego County Mental Health Department showed he had an IQ of 62, according to court records.

Williams pleaded guilty in 1988 to receiving stolen property in connection with an auto theft case in which he was charged with hit-and-run, evading police and reckless driving, court documents revealed.

He was sentenced to two years in prison, according to court records.

Williams was also convicted of burglary in October 1995 and was sentenced to two years in prison. The sentencing judge in that case recommended that Williams be housed in the mental ward behind prison walls.

Williams was charged three months ago with misdemeanor battery, according to court records.
