Coast Guard Leadership Questioned After Deadly Crashes

New concerns are being raised about the U.S. Coast Guard's leadership following two deadly incidents since October.

One commanding officer has been removed from duty, and 10News uncovered new information that could apply even more heat.

A recent Coast Guard-related incident involved the death of 8-year-old Anthony Deweese, who was killed after a Coast Guard patrol boat slammed into a pleasure boat during the Parade of Lights.

Mike Neil, the attorney for the Deweese family, said, "Thirty-five to 40 mph. That's the estimate of the speed that boat was going."

Neil said the Coast Guard's boat, on its way to help out another boat, should not have been going that fast in crowded waters. He contends it was not the first example of reckless speeding.

Neil told 10News he has 15 witnesses who said they have seen some disturbing sights.

"The witnesses repeatedly use the term 'hot-dogging.' They say it's common practice for Coast Guard to race around San Diego Bay at high speeds," said Neil.

Neil is calling for an ongoing Coast Guard probe to focus on all levels of command.

"The buck stops with the commanding officer, right on down. If you're the CO, you've got the helm and ultimate responsibility," added Neil.

To the north, James O'Connor, the commanding officer of the Sacramento Coast Guard station, has felt his share of heat. He has been temporarily relieved of duties five months after a Sacramento-based Coast Guard plane collided with a Marine helicopter off the coast of San Diego, killing nine people. The incident remains under investigation.

Rear Adm. Joseph Castillo denied the move was related to the crash, but he said it stemmed from a "loss of confidence by his superiors." A final decision on O'Connor's command has yet to be made.

Neil said new information will become front and center in a lawsuit filed by the Deweese family.

The U.S. Coast Guard in San Diego declined comment due to pending litigation.
