EL CAJON, Calif. -- A 19-year-old Marine and documented street gang member is in custody Wednesday on suspicion of trading shots with two California Highway Patrol officers and trying to run down one of them during a pursuit in El Cajon, police said.

Edward Michael Forney, a private assigned to Marine Corps Air Station Miramar, was detained on base Monday by Naval Criminal Investigative Services agents in connection with an officer-involved shooting that occurred early Sunday morning in El Cajon, said El Cajon police Lt. Tim Henton. He was arrested by El Cajon police the next day and is being held in San Diego County Jail.

A second suspect, 23-year-old Charles Henderson Neal, also a documented gang member, remained at large Wednesday morning, Henton said.

The lieutenant did not disclose what led investigators to suspect Forney and Neal, but he said evidence linking Forney to the incident was found in his home after he was detained by the NCIS Monday. Forney lives off base in the 7000 block of Benson Avenue in San Diego, Henton said.

Around 6 p.m. Tuesday, El Cajon police arrested Forney at MCAS Miramar on suspicion of three counts of attempted murder of a peace officer.

Arresting officers learned Forney had a minor injury to his left thigh that appeared to be a graze wound, Henton said. The injury was consistent with a bullet hole in the driver's seat of the vehicle that Forney allegedly tried to use to run over a CHP officer Sunday.

The pursuit began around 3:30 a.m. Sunday when two CHP officers tried to stop two men in a car on eastbound Interstate 8 in El Cajon on suspicion of drunken driving. The driver got off the freeway at Mollison Avenue and turned into Madison Avenue, Henton said.

Both the driver and passenger ran from the vehicle, and the officers chased the driver, Henton said.

At some point the passenger, later identified at Forney, got back in the car and shot at the officers, he said.

Forney then allegedly tried to run over one of the officers, who opened fire while avoiding being struck by the vehicle.

Neither officer was hurt, Henton said.

The bullet-riddled car the suspects had been in was later found abandoned on southbound Highway 125 between Lemon Avenue and Spring Street. It had two blown tires, having traveled on its rims for "a substantial distance," Henton said.

Police have identified Neal as the original driver of the vehicle. He is known to frequent the Skyline area and is wanted on suspicion of reckless driving, Henton said.

Police described Neal as black, 5 feet 9, 180 pounds, with black hair and brown eyes.
