SAN DIEGO -- Activists opposed to the North Broadway Complex have fired another shot to stop the project as planned. On Thursday, Attorney Cory Briggs asked for a new trial and said he has discovered evidence that should be considered before the project moves forward. The U.S. Navy and developer Doug Manchester have been trying since 1996 to get the 14.5-acre development off the ground. On the drawing board are high-end hotels, office buildings and retail shops. Those that oppose the Broadway project said the plans are not the best use of the prime harbor-side land.
