CPSC Statement: Unsafe Balloons
Statement from the Consumer Product Safety Commission:
"We have looked at plastic balloons in the past. The Federal Hazardous Substances Act, a law that we oversee, has a definition for balloons which strictly exempts them from the banning regulation, based on their solvent content (acetone) and their percent solids. This exemption is applied when the balloons have adequate labeling, instructions and warnings for safe use. (16 CFR 1500.85) The law specifically requires that the name and place of business of the manufacturer, packer, distributor or seller be on the product. CPSC is empowered to follow-up on cases when a product contains benzene.Reducing children's exposure to harmful chemicals is important to CPSC and has been part of our work over the past 35 years.We are continuing to review the information you have brought to our attention."
