Chula Vista Woman Sentenced In Child Prostitute Case

A shocking story of child prostitution is evident in court documents obtained by 10News.

The case centers on a 14-year-old girl from San Diego who claims she was forced into prostitution by a Chula Vista woman, Tara Duncan.

The teenager 10News is calling "Amber" turned tricks at motels around Southern California, including Ontario, Santa Barbara, Costa Mesa, Los Angeles, as well as here in San Diego at locations in Mission Beach and Mission Valley.

Ontario police detectives found her while looking for prostitutes on the popular website Craigslist.

Amber's ad offered sex at rates ranging from $150 to $200 dollars.

She invited the detectives she believed to be "johns" to her room at the Quality Inn on Vineyard Avenue in Ontario.

She initially told them she was 22. But, when they identified themselves as police officers, Amber told them: “I'm young. Very young. I'm 14 years old."

Amber then told police about how she had been pulled into prostitution by Tara Duncan of Chula Vista.

Duncan bumped into and befriended Amber at a store in the Fashion Valley shopping center.

Just days after meeting there, Amber said she went to a party with Duncan where she was raped multiple times by 3 to 4 men who turned out to Duncan's pimps.

After that, Amber said, Duncan would take her to motels where they'd work.

The next day, or two days later, Duncan would drop her off at home.

Amber told police she was too ashamed and afraid to tell her family what was going on.

Duncan was charged with pandering and procuring the 14-year-old for prostitution.

At her pre-trial hearing Friday in Rancho Cucamonga in San Bernardino County, Duncan pleaded no-contest to a lesser charge of contributing to the delinquency of a minor, a misdemeanor.

Duncan was sentenced to two years probation and fined $160 dollars.

The San Bernardino Deputy District Attorney, Karen Schmauss, told 10News it was "in the interest of justice to reduce this case to a misdemeanor."
