ESCONDIDO, Calif. -- Transportation officials Tuesday marked the completion of 3.5 miles of soon-to-open express lanes on Interstate 15 between Rancho Bernardo and Escondido. The lanes are part of a $1.3 billion project to improve the express lanes on a 20-mile length of Interstate 15 between state Route 78 and state Route 163, scheduled to be completed in 2012.When it opens as early as next week, the new four-lane section of express lanes will serve transit, carpools and drivers signed up for FasTrak between Rancho Bernardo Road and Centre City Parkway.Officials from the San Diego Association of Governments, California Department of Transportation, Metropolitan Transit System and Escondido celebrated the completion of the lanes during an event at Interstate 15's Del Lago Boulevard on ramp.
