SAN DIEGO -- Elected city and county of San Diego officials earned mostly passing grades for their voting records on water quality and environmental issues in two studies released Thursday.

The 2008 Water Quality Report Card examined the performance of San Diego Mayor Jerry Sanders and the City Council on issues involving coastal waters and marine habitat and gave them an overall mark of B-plus.

Council members Ben Hueso and Donna Frye, and former members Scott Peters, Jim Madaffer and Toni Atkins, all received an A.

The lowest mark, a C, went to Councilmen Kevin Faulconer and Tony Young.

City officials, while grappling with the economic downturn and decrease in water supply, also had to deal with renewal of the Point Loma Wastewater Treatment Plant permit, a return to the bond market for funding public utilities and consideration of new sources of water supply, the report notes.

The first assessment of county elected officials, the 2008 San Diego County Environmental Scorecard, examined the Boad of Supervisors' votes on water quality, air quality, land use and renewable energy concerns.

Overall, the supervisors received a C. Pam Slater-Price and Greg Cox each scored a B-plus.

Ron Roberts and Bill Horn were each given a C-minus, both knocked down for their votes on land use issues.

"It is clear the county has a ways to go to be good stewards of our environment, though we want to recognize Supervisors Slater-Price and Cox in particular for their efforts to safeguard our natural resources," said Scott Harrison, the chairman of the San Diego chapter of the Surfrider Foundation, one of the sponsors of the reports.

The report cards were also commissioned by the League of Conservation Voters San Diego, San Diego Coastkeeper and the San Diego Chapter of the Sierra Club.

Strategic Community Consulting, a student-run firm at the UC San Diego Graduate School of International Studies and Pacific Relations, prepared the reports.
