Grand Jury: City Attorney's Duties Need Clarification

SAN DIEGO -- The county Grand Jury Wednesday completed its 2007-2008 term by recommending the duties of the San Diego City Attorney's Office be clarified and put before the voters.The grand jury also recommended the city of San Diego should explore placing deputy city attorneys in classified civil service to provide stability in their employment.The jury found the City Charter section on the role of the city attorney is unclear. According to the grand jury's report, a city committee that reviewed the charter found the city attorney's client -- the municipal government or local residents -- needs to be defined.
Current City Attorney Michael Aguirre has frequently positioned himself as a representative of the taxpayers. "We feel on balance that the existing job description of the city attorney is inadequate in the 21st century field of municipal law," the grand jury report states.Read the full report here.
