Aguirre Says He Has Plan To Keep Chargers
Attorney Says Mayor Should Be Recalled Over Issue

SAN DIEGO -- An attorney critical of the city's dealings with the Chargers has proposed a plan that he said could keep the team in San Diego without spending public money on a new stadium.
Mike Aguirre said the city should enforce its contract with the Chargers and organize a litigation team with a record of defeating the National Football League in court.
Aguirre said the city should treat the football team's actions as "a breach of faith with the people of San Diego."
The Chargers are seeking a new stadium in San Diego and also have been approached by a Los Angeles group trying to bring a team to that city. The team said last week that it put off talks with the Los Angeles group while it deals with San Diego officials.
In his "seven-point action plan," aimed at keeping the team here without using public funds for a new stadium, Aguirre also said San Diego should reach out to other cities, and work for an expansion team for Los Angeles.
He said a citizens task force should be organized to consider all the options and educate San Diegans.
Mayor Dick Murphy's press secretary said he would have no response to the proposal.
Aguirre recently sued the city, alleging Brown Act violations in connection with a city panel meeting with the Chargers. He also has raised the suggestion of a mayoral recall campaign if public funds are committed for a new stadium.
The Chargers have a contract to play their games at publicly owned Qualcomm Stadium through 2020. But a clause would allow owner Alex Spanos to "shop" the team to other cities in 2004 if it exceeds certain NFL salary restrictions.
Last week, Murphy released an April letter from Chargers President Dean Spanos, son of the owner, asserting that the conditions were met last season and probably would be met again this season.
