Homeless Shelter To Be Placed Near Petco Park

SAN DIEGO -- A temporary winter shelter for the homeless that was slated to go up in San Diego's East Village will now be erected adjacent to Petco Park, the City Council decided Tuesday.The objection of residents has forced the council to move the city's seasonal homeless shelter three times in recent years.For the past eight years, it has been located in Barrio Logan, but community members argued it was a burden on their neighborhood because of occupants with mental health, drug and alcohol problems.Earlier this month, the council agreed to move the shelter to a vacant lot bounded by G Street, Market Street, 11th Avenue and Park Boulevard in the rapidly gentrifying East Village neighborhood.That decision drew the ire of those in the community, primarily condominium owners, who argued the East Village already houses a disproportionate amount of San Diego's social service programs."You couldn't have a worse location," developer Sherm Harmer told the council. "This is a poor location. It is two steps backward for downtown and the East Village."After several hours of debate, the City Council voted unanimously to reconsider its previous decision and instead place the shelter at Tailgate Park, a parking lot adjacent to Petco Park bounded by K Street, 12th Avenue, 13th Street, 14th Street and Imperial Avenue.Included was a provision that the location cannot be used for more than one season and that full-time security be provided.Councilman Kevin Faulconer, who represents much of downtown, acknowledged that Tailgate Park is "not a perfect solution," but said it is a "site that could work for one year with some stipulations.Faulconer urged his colleagues to find a more permanent solution to house San Diego's homeless population.Earlier this month, the City Council approved $475,000 for the operation of the winter shelter, money that came from the San Diego Housing Commission and the United Way of San Diego County.The city's winter shelter is a large tent which serves about 200 men and women daily between November and March.The shelter will open in about two weeks.
