All Evacuation Orders Have Been Lifted - Wednesday, October 31:San Diego County officials announce all evacuation orders are now lifted, and residents may return home. The La Jolla Reservation, Palomar Mountain community area, and the Highway 76 corridor are now open, but only to residents and people who work in businesses in those area. All areas of north Rancho Bernardo along the east side of Interstate 15, north of Paseo Del Verano Norte and the community of Westwood are now open for access to RESIDENTS ONLY.
SAN PASQUAL VALLEY -
In addition, access to city of SD areas in the San Pasqual Valley are still limited by ongoing road closures near the intersection of San Pasqual Valley Road and Old Milky Way.
WILD ANIMAL PARK –
The San Diego Zoos Wild Animal Park is ready to reopen to the public after three days of closures due to the recent wildfires and clean up and recovery efforts. While the Park is ready, roads leading to the facility are still not accessible to the public. When access on Highway 78 is cleared to open by CalTrans the Wild Animal Park expects to be operating.
ESCONDIDO –
All areas within the City of Escondido previously evacuated have been re-opened to residents.
4S RANCH –
The County of San Diego has lifted the evacuation order its portion of 4S Ranch. All of 4S Ranch is now re-opened to residents.
HELEN WOODWARD ANIMAL CENTER -
The mandatory evacuation on Helen Woodward Animal Center and the surrounding Rancho Santa Fe area was lifted just before 8:00a.m.
FALLBROOK –
The County of San Diego has lifted the evacuation order for parts of the Olive Hill area in Fallbrook. All residents that have access to their homes from Highway 76 to Burma Road. IDs will be checked All other areas in Bonsall, south of Highway 76 are open and require no check-in.
Fallbrook residents wanting to know whether they can return to their homes should call the Fallbrook Chamber of Commerce at 760-725-5845.
CAMP PENDLETON –
Camp Pendleton officials have announced that Serra Mesa residents can return to their homes. Camp Pendleton officials have announced that the San Onofre Gate is now open for all traffic.Basilone Road is also open to traffic from the San Onofre Gate to the southern end of 52 Area at the School of Infantry.Military members have been permitted to return to Las Flores 41 Area, and the Las Pulgas Gate has been reopened to outgoing traffic. Las Pulgas Rd. is open westbound to Stuart Mesa Road, and remains closed from Stuart Mesa Road to Camp Las Pulgas 43 Area.
Evacuation Orders Which Have Been Lifted - Wednesday, October 24th:HIDDEN MEADOWS/MOUNTAIN MEADOWS -
Evacuation notices for the communities of Hidden Meadows and Mountain Meadows have been lifted. Residents who have evacuated the area are allowed to return to their homes.RANCHO PENASQUITOS -
Evacuated areas in and around Rancho Penasquitos have just been reopened, according to the San Diego Fire-Rescue Department. Residents can now return to the area bounded by State Route 56 on the south, Rancho Bernardo Road on the north, Interstate 15 on the east and Rancho Santa Fe Farms Road on the west.
Rancho Penasquitos, 4S Ranch, (city of San Diego section only) and Santa Luare.ESCONDIDO -
Escondido officials are now allowing residents to re-enter the Sonata and Sierra Linda neighborhoods. Residents will be required to show identification to re-enter the Sierra Linda area. Unfortunately, those whose houses have been damaged or destroyed will not be allowed inside their homes.
All other evacuated areas in Escondido are still closed to residents due to the possibility of shifting winds and fire flare ups. An updated Evacuation Zone Map is posted on the City's Web site.
Residents are advised to continue to check the City of Escondido Web site, www.escondido.org for information about when they will be able to return home. In addition, a Return Home Hot Line has been set up specifically to provide re-opening information for Escondido residents only at 760-839-6262.
RANCHO BERNARDO -
Mayor Sanders has announced that residents in the Northeastern section of Rancho Bernardo on the border of the City of Poway are being allowed to return to their homes. This area had been under a mandatory evacuation order which has now been lifted. The area announced for repopulation is:
SOUTH of Paseo del Verano North
EAST of Pomerado Road
NORTH of Espola Road
WEST of the City of Poway
West Rancho Bernardo: SOUTH of Rancho Bernardo Road, west of Interstate 15, east of Rancho Santa Fe Farms Road and north of Highway 56.
Returning evacuees are asked to be patient as officers/deputies will check identification to ensure that individuals who are returning, are, in fact, residents of those areas.
Police say there will be traffic tie-ups in the affected areas.
DEL MAR HIGHLANDS/CARMEL VALLEY AREA -
County officials lifted the evacuation orders for Del Mar Highlands and Carmel Valley, authorities announced.
OTAY MESA -
The Otay Mesa Voluntary Evacuation has been lifted.

The San Diego Fire-Rescue Department has begun allowing people back into two areas previously evacuated due to the Witch fire, according to spokeswoman Monica Munoz.
Del Mar Heights and Carmel Valley that encompasses south of the city limits, west of Rancho Santa Fe Farms, east of Interstate 5, north of Highway 56
South of Via de la Valle, west of Interstate 5, north of Torrey Pines State Beach

For the past 24 hours the City of Poway has had assessment teams in evacuated areas to determine the extent of the damage, and whether areas are safe for residents to return. Except for the High Valley Area, The City of Poway is now re-opened, and residents are welcome to return to their homes. The access route to return to the City is the I-15 to Poway Road. High Valley Area: Residents who access their homes using High Valley Rd or Crocker Rd, cannot return.
Homes that are accessed through Hwy. 67 cannot return even though the evacuation is lifted for them because Hwy 67 is closed. Unfortunately, they will have to wait until Hwy. 67 is reopened.
