Neighbors Say Noise From Golden Hill Church Unbearable

Several residents living next to a Golden Hill church told 10News the noise from church services is ruining their quality of life.

The Chapel of Happiness is not making several neighbors very happy. Richard Alvarez and his daughter, Ruchell, moved into a condo complex next door to the church three years ago. Since then, they said the noise has been unbearable.

"You can never count on coming home and just relaxing," said Ruchell Alvarez. She said the music and the other noise from the Pentecostal services is not only loud, it goes on most weeknights and all day Sunday.

They said they were not told about the noise when they bought the condo, but have since found out neighbors have been complaining about noise issues for a dozen years.

The Alvarez family contacted police dozens of times, and they've called Neighborhood Code Compliance, but they said they've gotten no relief. In fact, they got a letter from code compliance that said their case has been closed because the noise levels from the church are within allowable levels. Ruchell Alvarez said that's because the person testing for noise notified church leaders first.

"And of course, she got no reading of any noise whatsoever," she said.

10News spoke with church leaders, who said they had no comment. Richard Alvarez has met with people from the church on three separate occasions, at mediation sessions set up by the city of San Diego.

"The church basically denied that they make noise. They accused us of being over-sensitive," said Richard Alvarez.

Father and daughter both said the church has the right to conduct services any way they choose, but Ruchell Alvarez said, "We also feel we have our rights of reasonable peace and enjoyment of our property."
