City COO Puts Agency On Notice For Financial Decisions

SAN DIEGO -- A memo obtained by the 10News I-Team explained why San Diego's head money man wants to cut what he calls "waste" in a city agency.The Data Processing Corporation is owned by the city, but the DPC operates independently.The agency provides all the IT needs for the city of San Diego.
In a memo sent Monday, San Diego Chief Operating Officer Jay Goldstone wondered why the agency continued to budget for raises, bonuses and other perks while the rest of the city government is struggling.That memo was addressed to DPC chairman Charles Connoy, and said "The organization … has not taken personnel actions similar to those of the city."For 2009, DPC budgeted close to $600,000 in bonuses.The top bonus the I-Team found was $76,666.10News spoke to Goldstone on Tuesday, and he said, "They've had a lot of latitude and flexibility … we're now looking at all of our different operating companies …"Goldstone put DPC on notice that he has asked the city to "conduct high-level evaluation of your service … if truly competitive."This is not the first time DPC has been under the microscope, 10News reported.In January 2004, the board's CEO at that time was fired when media reports revealed he and other DPC executives spent thousands of taxpayer dollars on alcohol, fancy meals and travel.
