Man In Colo. Balloon Hoax Has San Diego Connection

A man accused of concocting a balloon hoax in Colorado was a former San Diego County resident, 10News reported.

Through a public records search, 10News learned Richard Heene lived in eight different places around the county during the mid-1980s and early 1990s. Heene spent a month at a home in the 7500 block of Candencia Street in Carlsbad before moving to a nearby duplex in the 6700 block of Corintia Street, where he stayed for two years.

A former neighbor said she did not remember much about Heene, but offered an opinion about his role in the balloon incident.

"I think it's totally wrong; they should lock him up. I think the children are in danger. They're going to grow up in this fantasy world and lie to get ahead. I don't think it's right," the neighbor said.

10News learned investigators would take a closer look at Heene's finances, as published reports revealed 10 different tax liens and small claims judgments against him in Southern California ranging up to $5,000. It is unclear how many have been resolved. 10News confirmed one was a state tax lien on a La Jolla condominium in 1993 for more than $5,000, but that was resolved four years later.
