Man In Colo. Balloon Hoax Has San Diego Connection

SAN DIEGO -- A man accused of concocting a balloon hoax in Colorado was a former San Diego County resident, 10News reported.Through a public records search, 10News learned Richard Heene lived in eight different places around the county during the mid-1980s and early 1990s. Heene spent a month at a home in the 7500 block of Candencia Street in Carlsbad before moving to a nearby duplex in the 6700 block of Corintia Street, where he stayed for two years.A former neighbor said she did not remember much about Heene, but offered an opinion about his role in the balloon incident.
"I think it's totally wrong; they should lock him up. I think the children are in danger. They're going to grow up in this fantasy world and lie to get ahead. I don't think it's right," the neighbor said.10News learned investigators would take a closer look at Heene's finances, as published reports revealed 10 different tax liens and small claims judgments against him in Southern California ranging up to $5,000. It is unclear how many have been resolved. 10News confirmed one was a state tax lien on a La Jolla condominium in 1993 for more than $5,000, but that was resolved four years later.
